Der rechtsextreme ehemalige Militär Jair Bolsonaro führt zwei Wochen vor der brasilianischen Präsidentschaftswahl am 7. Oktober die Umfragen an. Ihm fehlen zwar Regierungserfahrung und eine gewichtige Parteienallianz, doch weiß der umstrittene Politiker die Wut der Brasilianer über die Dauerkrise zu kanalisieren. Dabei gelingt es Bolsonaro, sich mit polemischen Beiträgen in den sozialen Medien als Gegenentwurf zur korrupten Politikerkaste zu inszenieren.
Brasilien steckt in einer tiefen Krise. Sie ist die Folge einer Rezession mit Minuswachstumsraten um 4 Prozent und einem Korruptionsskandal, der das politische System erschüttert: ein fruchtbarer Boden für Autoritarismus. Mit seinem radikalen Programm mobilisiert Bolsonaro die gebildete Mittelschicht und ultrakonservative Wähler.
Der unter Korruptionsverdacht stehende Präsident Michel Temer hat eine unpopuläre Austeritätspolitik verfolgt. Lula da Silva von der Arbeiterpartei (PT) ist bereits wegen Korruption verurteilt. Dennoch erlauben es ihm seine hohen Beliebtheitswerte, den PT-Kandidaten Fernando Haddad aus dem Gefängnis entscheidend zu unterstützen.
Eine zentrale Parole Bolsonaros lautet "Waffen zur Selbstverteidigung für alle!": Die Militarisierung der Gesellschaft als Rezept gegen die ausufernde Gewalt. Bei einer Wahlkampfveranstaltung im September wurde Bolsonaro selbst Opfer einer Messerattacke.
Der Katholik und vormalige Baptist begründet seine Positionen gegen Abtreibung sowie gleichgeschlechtliche Ehe und für die Todesstrafe auch mit seinem Glauben. Wirtschaftlich wettert Bolsonaro gegen hohe Steuern und den Einfluss Chinas. Nach dem Motto "Brazil First" verspricht er die Schaffung Millionen neuer Arbeitsplätze.
Die Kandidatur des Rechtspopulisten bricht den traditionellen Lagerwahlkampf zwischen der linken Arbeiterpartei und den konservativen Sozialdemokraten auf. In der neuen Konstellation ist eine Entscheidung im ersten Wahlgang sehr unwahrscheinlich. Gesucht wird der Gegner Bolsonaros bei der Stichwahl am 28. Oktober. Im zweiten Wahlgang könnte die hohe Ablehnungsquote bei den Brasilianerinnen Bolsonaro den Sieg kosten. Für einen Triumph spricht dagegen, dass sich in Umfragen viele potenzielle Wähler wegen seines radikalen Image nicht zu Bolsonaro bekennen.

Since the collapse of communism in 1989, two dominant political orders have been established in Eastern Europe: nationalist populism and social democracy. This paper argues that the division of Eastern Europe into a nationalist-populist South and a social democratic North is the result of the evolution of two different types of political cultures and political institutions. These two types of political cultures and institutions, which I call "traditional" and "civic," arose as a result of different historical experiences. The paper argues that traditional political cultures and institutions are the legacies of political subjugation and backward socio-economic conditions, while civic political cultures and institutions arose as a result of greater political autonomy and industrialization. The paper concludes that, by suppressing democratic norms and perpetuating a vast network of patronage, Slovakia's traditional legacy has facilitated the rise of a nationalist-populist regime.

Seit dem Zusammenbruch des Kommunismus 1989 haben sich in Osteuropa zwei dominierende politische Systeme entwickelt, die als nationalistischer Populismus und als sozialdemokratische Ordnungen bezeichnet werden können. Die Teilung Osteuropas in einen nationalistisch-populistischen Süden und einen sozialdemokratischen Norden ist das Ergebnis der Entwicklung unterschiedlicher Typen von politischer Kultur und politischen Institutionen (traditionell vs. bürgerlich). Traditionelle politische Kulturen und Organisationen bilden das Erbe politischer Unterjochung und rückständiger sozioökonomischer Bedingungen, während bürgerliche Ordnungen das Resultat von Industrialisierung und größerer politischer Autonomie waren. In der Slowakei wurde durch die traditionelle Unterdrückung demokratischer Normen und die Fortführung der Vetternwirtschaft der Aufstieg eines nationalistisch-populistischen Regimes begünstigt, das von Meciar und seiner "rot-braunen" Koalition repräsentiert wird. It considers how residents engage daily with objects, houses, and places 'with character' and how such ordinary engagements underlie nationalist sentiments and the Brexit vote. Ana Carolina Balthazar demonstrates that those who have reached a comfortable financial position often look for ways to reconnect with their working-class upbringing and, while doing so, engage with the national past in a very tangible manner. The paper evaluates the impact of populist instrumentalization of symbols connected with national/ethnic identity by the Slovak and Hungarian political elites on the bilateral relations between Slovakia and Hungary. By pointing at some concrete cases, which appeared after the electoral victory of anti-Meciar coalition in 1998 the author highlights the quest for nationalist-populist appeals in the Slovak and Hungarian political discourses. While the populist use of nationalist features also influenced the practical conduction of foreign policy of these two countries, its importance lies mostly in the field of domestic politics.
